This year’s action will occur in the
The Jane K. Beshear Capitol Education Center
Adjacent to the State Capitol at 700 Capital Ave, Frankfort, KY.
Public parking for the Kentucky State Capitol/Annex (700 Capital Ave, Frankfort) is available in a large, free, multi-level garage on the east side of the Annex. Enter via Old Lawrenceburg Road (River Road) or Capital Avenue. Use levels 4-6 for public parking, or Level 2/3 for ADA access, then take the elevator to Level 1 for the main entrance.
Carpool with your friends if you can.
Even if you cannot attend, contact your state representative and state senator about where you stand on animal protection laws in the commonwealth.

“Cost of care” means any reasonable expense incurred in the seizure or 16 treatment of any animal, including transportation, food, medicine, 17 boarding, shelter, and veterinary costs, including rabies vaccinations under 18 KRS 258.015

The Arrow Fund is dedicated to providing specialized medical care for the victims of extreme cruelty. But healing wounds is only one part of the mission; to truly create a more humane world, we must all become advocates for change.
Kentucky has historically been ranked among the states with the weakest animal protection laws. By lending your voice, you can help move the Commonwealth forward and ensure that companion animals are recognized and protected as the sentient beings they are.
How You Can Advocate for Compassion in KY
Be an Informed Citizen
- Know the Laws: Stay informed about current animal welfare legislation being discussed at the local and state levels. Key issues often include strengthening anti-cruelty felony laws, regulating commercial breeding (puppy mills), and increasing funding for spay/neuter programs to combat overpopulation.
- Follow The Arrow Fund: We will share urgent calls to action regarding bills that impact abused and neglected animals.
Contact Your Legislators
- Personalize Your Message: Your state representative and senator need to hear from their constituents. A brief, polite, and personal email or phone call is highly effective. Tell them why animal protection matters to you, and ask them to support or oppose specific bills. Check out the KY Legislative
Website Here to find your representatives and follow legislation that matters to you! - Demand Vigorous Prosecution: Contact your local County Attorney to encourage aggressive prosecution of animal abuse cases. Our mission is to see abusers held accountable to the full extent of the law.
Promote Humane Education
- Talk to Your Community: Educate friends, family, and colleagues about the link between animal cruelty and human violence. Promote responsible pet ownership, including the critical importance of spaying and neutering.
- Report Cruelty: If you see something, say something. Always report suspected abuse or neglect to your local animal control or police department immediately.
Support Proactive Organizations
- Partner with Advocacy Groups: Volunteer, donate, or follow the lead of state and local organizations that lobby Frankfort directly for better animal protection laws. The Arrow Fund works directly with the KY Animal Action Network on a yearly animal action day.
